Who is behind it
Paf was founded in 1966. It is state-owned: the Government of Åland owns it. Paf has long offered games to players in mainland Finland from Åland. Its Swedish site, paf.se, runs under Paf International p.l.c., which holds the Swedish licences. In 2021 Paf bought the Speedy companies from Hero Gaming.
Paf also runs separate sites for Sweden, Estonia, Latvia and Spain.
Licence and what it means for you
Paf's terms say the association offers online gaming under a licence from the Government of Åland. The terms give no licence number. In mainland Finland, Veikkaus keeps its exclusive right to online casino games and betting until the new Gambling Act takes effect. Finnish media report that Paf has applied for a licence under the new law.
